Based on initial discussions the proposed sports center will comprise a football and baseball field, spectator seating, restrooms, parking, and other adjunct facilities required for its proper operation. Also included is the access development or transition to the school via a ramp connecting to the sports center, and the relocation and improvement of public transport. Also to be included are basketball, volleyball and badminton facilities; and offices for government, police, healthcare and livelihood services.

A special design for an elevated football/baseball field shall be included in this project for technical consideration. In total, an area of approximately 38,000 square meters is envisioned for this project which shall include the transmission and VIP tower.

To help the community during times of calamity, the facility has a second floor refuge area for victims of disasters such as typhoons, floods, and fire. As the country is annually plagued by natural and man-made disasters, this scheme proposes a permanent storage for relief goods and medical aid – ready for any catastrophe the city may face.

Sporting facilities such as these depend on regular sporting events to become profitable and funds for its maintenance become an issue. To address the concern for financial sustainability, commercial spaces for lease are available at the ground floor. This will also give life to the sports center even on days without events. Government offices currently occupying the property will be integrated into the building. Once they are given a more suitable space somewhere else, these spaces can be converted to commercial spaces.

Another source of revenue is for a tower for radio transmission or mobile telephone cellsite. The tower will also have space for a VIP room and media center. All the available space left shall be filled with lush landscaping as the facility shall also function as a public park where non-athletes, families with children and the elderly and groups of friends can spend time together. Different activities for families and sports enthusiasts are offered: running, cycling, concerts, picnics, kite flying and corporate team building events, in addition to football and softball.
